Expertise in simulation of large engineering systems involving mechanical, structural, and aerodynamic components, structural analyses, mathematical and statistical analyses, system failure analyses, and configuration management and quality assurance.

With fifty-years experience on projects in the United States, Germany, South Korea, India, and Ghana, this consultant's experience includes theater-level war-gaming, for contingency planning, for US Joint Chiefs of Staff. Other examples include analysis of traffic flow at San Ysidro, for US Customs Service, to evaluate effects of new technology infusion, development of a Quality Assurance Plan for the production of rolling airframe missiles, for a consortium of aerospace firms in Germany, and drafting of the Dry-dock and Shipbuilding Facility Safety Certification Standard, for the US Navy.

Additional experience and specific expertise includes integration of standards for modularization of naval combat systems, for the US Navy, design of a data warehousing system for use in the interoperability certification of naval taskforce, analysis of quality control requirements in the production of high performance propellers for naval ships, structural design of FDLS and LHA, and Korean Frigate built by Hyundai Industries.

This KKAI consultant has conducted research in mathematical ship hull surface definition, using generalized splines, and has experience in shock hardening, analyses for 5-in naval guns, simulation of the behavior of large tethered balloons in turbulent weather, for failure mode analyses, training corporate staff in RDBMS and object-oriented programming.

Independent Consultant

Projects have included:
Analysis of sensors used for intrusion detection on intermodal shipping containers. Simulation of the behavior of container structure and seals under dynamic loading.
USAF Aerostat Project: Responsible for performing failure analyses and recommending corrective actions on a system that involves mechanical, aerodynamic, and structural system elements. The task involves acquisition and statistical analysis of weather and performance data; development of simulation models; evaluation of corrective action concepts; revision of operating procedures, and development of material for computer-based staff training. The theoretical work - development of governing differential equations - was done using Mathematica, and the simulation model (computation, feedback loops, GUI, report generation) was developed using Matlab-Simulink.
INS Airport Passenger Handling Simulation: Task carried out for Northrop Grumman during a pre-proposal phase. Developed a prototypical discrete-event simulation model to test the throughput capabilities, and to measure the effectiveness of alternative law enforcement systems (facilities and procedures).

Director, R&D, Project Manager, Trouble-Report Data Warehousing Project, InfoTech Enterprises, Inc.

Managed the design of a large data warehouse containing classified information on status of corrective actions assigned during the combat system interoperability tests that are conducted prior to the launching of a naval task force. The data warehouse acquires action-item status information from responsible agencies located around the country. Each agency has its own DBMS, data structure, nomenclature, and data update schedule. The data warehousing system incorporates capabilities to acquire the corrective-action status data, proof and homogenize the data, and answer queries over a classified network that are submitted by users with varying information requirements. Data archiving capabilities were included to preserve data; tools were incorporated to analyze the archived data to extract information on trends and patterns that must be recognized during budgeting and planning.

Managed the development of the Visualization Tool KitŠ which was a package of tools for use in analysis and planning by OJCS.

Senior Principal Engineer, Logicon

DD-21 Tradeoff Studies During Concept Design: DD-21 Class ships were expected to perform their joint and combined missions under stringent cost and manning constraints. Developed mathematical models to assist in the selection of hull form, propulsion, sensors, and C4ISR system to respond to the specified combat missions in the most cost-effective manner using the available technology.

Consolidated Aerial Port System: Developing an ORACLE-based system to process the Transportation Control and Movement Records for military air cargo in transit through the US and overseas ports. The system acquired data from a central database, 2D barcodes, RFID tags, and optical memory cards to check the incoming cargo, track staging and pallet buildup, and create outbound manifests to expedite shipment of cargo in transit at a military airport.

Aerostat Program: Developed an interactive simulation model for aerostat-tether-winch system operation, with operator in the loop, in turbulent weather. The model, written in MODSIM, used Lagrangian formulation for system dynamics. It was designed to be used for generating procurement specifications, developing logistics philosophy, and material for operator training.

Strategic weapon reserve stock level analyses: Developed a simulation model to analyze the effect of the level of reserve stocks on possible shortfalls.

US Army CALS Project: Developed Software Requirements Specifications for extracting weapon system acquisition data and logistics data from the existing Islands of Automation (established automated data processing systems for commodity procurement, maintenance, life-cycle management, etc.) through local as well as wide area networks.

RAM-Systems GmbH, Munich, FRG: Served as Manager for their Limited Production Phase Proposal effort. This included decisions concerning pricing, applicability of FARs and their West German equivalents, Cost Accounting Standards, warranty provisions, and Cost/Schedule Status Reporting Procedures. Prepared the Quality Assurance Plan for Rolling Airframe Missile production by the German Consortium headed by RAMSYS, and composed of major German aerospace firms MBB (now Deutsche Aerospace), AEG, Diehl, and Bodenseewerk Geraetetechnik.

FTS-2000 Acceptance Test Plan: Studied the hardware and software components of US Sprint's FANASD system to develop test criteria for use by the GSA in accepting the facilities for administering and monitoring the transition to FTS 2000 telecommunication system, and evaluating its performance.

War gaming System Development, Office of Joint Chiefs of Staff: Provided software engineering services in configuration management, algorithm development. Trained younger engineers in C-Language and INGRES programming.

Ship Systems Engineering Standards (for combat-system modularization): Supported NAVSEA in the development of standards for combat systems (weapons, ammo handling, aviation, electronics, and top-side equipment) modularization. Assembled design criteria, prepared design requirements, coordinated design effort by contractors, organized annual meetings, prepared yearly reports. Also, prepared Combat Systems Modularization status report for the NATO Working Group on Modularity.

ESD Control Plan: Prepared the Electrostatic Discharge Control Plan for SYSCON's electronics lab in Newport RI.

Shock Hardening: Conducted shock hardening studies for the Mk-45 Gun Mount, in preparation for the CG-48 ship shock hardening tests. Analyzed failure modes. Recommended solutions. (Received letter of commendation from NAVSEA 06 for this effort.) Tracked shock hardening open action items for PMS 412, for shipboard computer peripherals.

Automated Guided Vehicles: Conducted study of military and commercial applications of driver-less vehicles for Harnischfeger Industries. Analyzed mechanical systems and control designs.

Software: Developed algorithms for signal processing, computer graphics, and large relational database applications.

Training: Organized training program for SYSCON personnel in programming languages and object oriented programming. Taught courses in C, INGRES, relational database, AI, and C++.

Director, Special Projects, Designers and Planners, Inc.

Was responsible for the Combat Systems Modularization studies, for the SSES Project Office in NAVSEA. Included extensive studies of producibility considerations and shipyard facility surveys.

Senior Staff, Vitro Laboratories

Developed the MIL-Std-1625 version B, for the Safety Certification of Shipbuilding and Drydocking Facilities. The facilities included graving docks, floating docks, marine railways, vertical lifts, and building berths used in production or repair of naval ships. Worked with NAVSEA, NAVFAC, and American Shipbuilder's Council. Also, provided analytical services in shock and vibration analyses for topside equipment on German destroyers.

Sen. Project Engineer, J.J. McMullen Associates

Served as consultant to the Hyundai Shipbuilding and Heavy Industries in Seoul, Korea. Provided technical support in the design of the hull of the Korean Frigate; assembled and implemented finite element software for structural analyses; provided guidance on development of shock hardening specifications for shipboard equipment.

Principal Research Scientist, Hydronautics, Inc.

Served as project engineer on the design of ATF (tug) for NAVSEA. Was responsible for hull modifications on the experimental SES-100A (Surface Effect Ship) to accommodate flush inlet. Conducted automation and quality control studies in propeller manufacturing with numerically controlled machines. Conducted mathematical research in mathematical ship-surface representation.
