Owner, Artificial Intelligence and Robotic Application Design and Development firm
Directed and managed the formation of a start-up business to design and develop new artificial intelligence and robotic applications available to both the military and private commercial sectors. Created marketing strategy, advanced product development, and established sales channels using a diversified range of business expertise. Won a Small Business Innovative Research contract with the U. S. Government Ballistic Missile Defense Organization. This contract provided a grant for work to be performed over a six-month period, resulting in the demonstration of a new, proprietary pattern recognition algorithm called Optimal Associative Memory. Designed and built a working robotic manufacturing process to produce precision rifle ammunition cases. Created extensive control software using Visual BASIC to simplify and extend OEM software capability, as well as to integrate a number of precision digital measuring devices and machine vision capability.
Command and Control Directorate, Electronics Engineer, U.S. Army Communications-Electronics Command, Fort Monmouth, NJ
Managed all phases of strategic projects, including conception, engineering / design, testing, and evaluation within department areas involving state-of-the-art technology. Met with internal customers to review programs and implement any necessary changes. Interacted with clients to provide support, assess needs, and develop specifications. Was responsible for planning and execution of Command and Control system research and development programs.
Selected as one of two engineers charged with the responsibility of editing and finalizing a significant document that defined future U.S. Army soldier system requirements after the year 2010 and was presented to NSRDEC for use in systems development.
Served as expert on a variety of military subjects, including battlefield tactics, communications requirements, technologies and capabilities for future soldiers. Provided guidance on required interfaces between future soldiers and systems under development, including command and control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems. Harmonized the concurrent development of the Future Combat Systems (a joint, networked, system of systems linking weapons and sensors) and Objective Force Warrior programs.
Co-authored a technical paper on the Objective Force Warrior Architecture Study for publication. Provided vision for the future architecture of the U.S. Army force structure, required capabilities for the future soldier and planned combat weapon and sensor systems, as well as operational goals for those systems on the networked battlefield of the future.
Drafted proposal for research into new technology to reduce risk to U.S. soldiers clearing buildings and other structures during urban warfare. The proposal was based upon current robotic technology. Proposal was approved and submitted to a program supporting advanced research in scientific and engineering areas.

Served as the RDEC Information Management Officer with approving authority for all hardware, software and service support purchase orders related to scientific and office automation for 2500 employees. Performed a demand analysis with key headquarters staff to determine the best mix of equipment to meet automation needs.
Utilized market surveys, demand analyses and customer interviews to provide best values. Modified acquisition requests to improve productivity and reduce costs. Saved taxpayers approximately $1M per year. Controlled and updated the Information System Acquisition Requests database for tracking and accounting of all IT purchases. Promulgated and enforced mandated changes in regulations, policies and directives.

Performed a variety of staff support functions, including gathering and reduction of data. Prepared analyses and reports in assigned areas. Briefed the Communications-Electronics Command, Army Research Lab, and Training and Doctrine Command on issues vital to the development of the U.S. Army after 2010.
Wrote a White Paper on Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance for the future soldier out to the year 2025. Presented to the Deputy Chief of Staff for Doctrine and Concepts at the U.S. Army Training and Doctrine Command. Served as electronics engineer and technical specialist responsible for the conduct of research, development and engineering related to assigned programs for Command, Control and Communications (C3) systems. Planned, organized, directed, coordinated, reviewed, and approved diverse engineering efforts by contractors, in-house laboratory directorates and other government agencies. Represented the Advanced Systems Directorate in conferences on C3 systems and to other organizations regarding technical aspects of development efforts.
Served as editor for the U.S. Army Science and Technology Master Plan. Selected to evaluate operations and technologies supporting future soldier / war fighter mobility. Wrote a White Paper published by The Strategic Assessment Center of the Science Applications Intl. Corp. Approved Information System Acquisition Requests for IT hardware, software, and services worth $20M, saving taxpayers approximately $2M through careful order screening. Created the Research, Development, and Engineering Center (RDEC) corporate website, served as RDEC Webmaster for one year, and supervised website development for each organization within the RDEC.
