Hurricane and Tropical Storm Operational Consultant

Provided operational advice and information to a wide variety of clients during hurricane emergencies. Coordinated hurricane operational plans and provides instruction on tropical cyclones for clients.

Managed the establishment, staffing, training, equipping and implementation of a new NWS Forecast Office. Supervised a staff of twenty-five; responsible for the issuance of warnings and forecasts for a forty-six county area of the Carolinas and Georgia.

Supervised a staff of fifteen in the issuance of warnings and forecasts for North Carolina. As Acting Area Manager served as overall manager of six NWS offices across North Carolina.

Issued advisories and warnings on more than one hundred tropical cyclones. Served as NWS project leader and tropical cyclone consultant to the World Meteorological Organization and the Agency for International Development on eight missions to more than twenty countries worldwide, including India, Bangladesh and Thailand, as well as Central America and the Caribbean. Developed hurricane evacuation plans, performed damage surveys and conducted training workshops around the entire Atlantic-Caribbean hurricane-prone area. Served as the NHC focal point for evaluating hurricane forecast accuracy and error characteristics.

ADDITIONAL EXPERIENCE

Served as consultant to the U. S. Agency for International Development, on the Bangladesh Flood and Cyclone Warning Project to assess the country’s warning system, to critically evaluate the AID-funded project, and to coordinate the AID project with ongoing projects in Bangladesh.

Served as mission leader of Hurricane Liaison Mission to the Western Caribbean and Central America to coordinate hurricane operational plans with government officials in Jamaica, Cayman Islands, Honduras, Belize and Mexico.

Served as consultant to the India Foundation following the Andhra Pradesh tropical cyclone disaster. Upon completion of an inspection tour of the disaster area and forecast centers, prepared a report on the causes of the disaster and recommended ways to mitigate the effects of future tropical cyclones.

Leader of an international team of tropical cyclone specialists at World Meteorological Organization sponsored meeting in Bangkok, Thailand to formulate the contents of the WMO Tropical Cyclone Forecast Manual. Edited the manual, which was published.

Member of Hurricane Liaison Mission to the Eastern Caribbean. The mission team coordinated hurricane operational procedures with officials in Curacao, Trinidad, Barbados, Martinique, and Puerto Rico.

Served as WMO consultant on satellite meteorology at the Caribbean Meteorological Institute in Barbados. Taught at short course in satellite image interpretation to meteorologists from ten countries.

Participated in the NATO Advances Study Seminar on the Boundary Layer of Oceans and Atmospheres, which was held on the Isle of Man, United Kingdom.

Lectured at the World Meteorological Organization Region IV Hurricane Committee Conference in Nassau, Bahamas.
