Senior Program Manager, Engineering and Consulting Firm

Provided consulting electrical and instrumentation engineering as well as program management to a wide variety of projects in New England and nationally. Mt. Washington Summit Grid Power Project, New Hampshire
Lead Project Manager and Electrical Design Engineer for the State of New Hampshire $2.6 million dollar project to bring commercial grid power from the valley floor to the Northeast's highest peak, Mt. Washington (6,288 ft above sea level). The project involves designing two substations, a summit power and communications building, relocation of two standby generators and switchgear, installation of 3 miles of special power cable and fiber optic cable to the summit following the Mt. Washington Railway (Cog RR) to the summit. Unique in the design is a special conduit system for the power and fiber optic cables on the Cog RR. Design conditions include ranges of -50° F to 100° F, 0 – 250 mph, 0-100% RH, 4 feet of rime ice and low environmental impact. Design uses a base substation to step down from 34.5 kv to 4.16 kv, then a second substation at the summit to reduce 4.6 kv to 208/120 V 3 phase summit distribution voltage. Design includes unique relaying and protection scheme to project the transmission system and meter power delivered to the summit users. Fiber optic communications to the summit has enhanced various communications options.

Harvard Business School Office Building Renovation, Cambridge, Massachusetts
Project Engineer for a three story office building renovation for the Harvard Business School, Cambridge, MA. The building was originally constructed as a school in 1933 and subsequently renovated into an office. Company provided electrical, communications, mechanical (plumbing, fire protection and HVAC) and structural design services for this $4 million dollar project. The project was completed as a Design Build project with Richard White & Sons contractors.

Water Treatment Plant Upgrade, Oquossoc, Maine
Provided electrical and control system engineering services for this small community water system. A unique electrical design allowed low voltage (240 v) well pumps to be used approximately two-thirds of a mile from the main pumping and treatment building

SCADA and Spread Spectrum Project, Enfield, New Hampshire
Designed unique cell phone based telemetry/SCADA system to monitor wastewater lift stations and water system wells. System is accessible over the internet and provides all the features of more expensive radio-based SCADA systems for lower costs. The system controls wells (start/stop), using spread spectrum based signal repeaters, and monitors all operating parameters, including flows, tank level, equipment starts and stops. System also provides for emergency notification when problems occur.

Wastewater Treatment Plant Upgrade, Montville, Connecticut
Lead electrical and controls design engineer on a 2.3 mgd upgrade to an existing WWTP. Added three sequential batch reactor for wastewater treatment as well as new sludge handling systems. Designed motor control centers, variable frequency drives, standby power, SCADA systems and specialized control panels. Project value was approximately $6 million.

Water Treatment Plant Electrical Design, Swansea, Massachusetts
Lead electrical engineer for the design of a water treatment plant. Designed electrical power and instrumentation systems, including PLC SCADA system. Provided VFDs on many key pumps. Project value was approximately $4 million.

Northeast Utilities Training Facility
Project manager for the design of a maintenance training facility simulator for Northeast Utilities Millstone Nuclear Plant. Oversaw design of structural, electrical, instrumentation and mechanical piping systems for unique training simulator facility.

Wastewater Treatment Plant Electrical System Upgrade, Lynn, Massachusetts
Project manager and lead electrical engineer on 150 mgd WWTP Influent Structure Electrical Systems Upgrade. Provided NFPA 70 and 820 analysis and electrical designs for hazardous influent structures. Project saved owner approximately $350,000 over earlier estimates. Provided construction services to project.

BAE Systems Clean Room Project, Nashua, New Hampshire
Project Manager for $2 million clean room addition to defense contractor. Provided electrical and instrumentation design and project management services through project completion. Company provided mechanical, structural and electrical/instrumentation design services for this project

Wastewater Treatment Plant and SCADA Project, Charlotte County, Florida
Project manager for large SCADA evaluation projects for Charlotte County Florida

Effluent Force Main Electrical Design/Distribution Upgrade, Derry, New Hampshire
Project Electrical engineer for design of a 2-4 mgd, 8-mile-long WWTP effluent pumping system with inline 600 HP pumps. Main and inline booster pumps on VFDS. Designed electrical and instrumentation for this large plant upgrade. The design includes unique radio communications control system between a remote pump station and the main plant.

Historic Building Electrical Upgrade, Berlin, New Hampshire
Prepared study to evaluate the necessary upgrades for five, 100-year-old historic town buildings (police/recreation, library, fire station, court house and town hall). Phase II to be the preparation of construction documents for the actual work.

Compost Building Design, Milford, New Hampshire
Lead electrical project engineer for electrical systems for a composting facility at the Milford WWTP. Designed power and lights for structure

Water Reclamation Facility Capacity Upgrade, Westport, Florida

Consulted with operations personnel and management to refine plant procedures and policies. Assisted in the creation of a unique statistical based quality surveillance system for compliance with requirements. Reviewed plant procedures and recommended changes.

Lead NSSS Systems Start-Up Engineer
Millstone III Nuclear Power Station (1280 Mwe-PWR). Responsible for the review and coordination of all start-up procedures and supervision of the start-up of Westinghouse supplied systems (CVCS, HPSI, SIH, LPSI, RSC, and fuel handling). Consulted with utility start-up personnel in identifying and resolving system problems.

Hot Functional Director and NSSS Start-Up Engineer
Arizona Public Service Co. at the Palo Verde Nuclear Generating Station (1270 Mwe CE-PWR). Prepared and reviewed Hot Functional Test procedures (NSSS Systems). Conducted and directed shift testing activities on a shift basis during HFT. Reviewed completed tests and prepared test reports. Coordinated resolution of problems with engineering and construction.

Senior Start-Up Engineer
Westinghouse Nuclear International, assigned to the ANGRA Unit 1 start-up group, Angra dos Reis, R.J., Brazil (625 Mwe W-PWR). Performed duties of a start-up technical support engineer, control room coordinator, and shift lead test director. Responsible for coordination between construction and start-up. Developed enhanced work records control system and acted as assistant test director during Hot Functional Testing. Core load director and shift test director during Initial Criticality Program and Power Ascension Program. Assisted in the writing and development of Integrated Tests (Core Load to 100% power). Developed ILRT computer program (BASIC) and was responsible for special testing (safety related cable tracing program), procedures, and client interface for split flow steam generator test program. Prepared major study of Diesel Generator Repair Program. Positions held during startup: Assistant Hot Functional Test Director, Core Load Director, Initial Criticality Director, and Turbine Roll Director. Extensive NSSS startup and operations experience.

Program Director
Energy Inc., Idaho Falls, Idaho. Duties included consulting assignments associated with fossil and nuclear plant operations. Assisted several clients with refueling support (scheduling). Participated in large management audit of operating practices of Commonwealth Edison Co. facilities. Designed, developed, and marketed complete minicomputer based management information systems for power stations throughout the North and South America and the Pacific Rim. Complete responsibility for the development of a concept to a multimillion dollar per year sales for these systems. Developed software (FORTRAN) and designed customized hardware (Data General) for installation at power plants. These systems included programs for outage planning, spare parts inventory control, fuel accountability, health physics record keeping, and surveillance test scheduling. Assisted BWR plant in developing new emergency procedures.

Start-Up Engineer
Northern States Power Co., Minneapolis, Minnesota. Worked with a team of eight other start-up engineers in the start-up of two 750 Mwe coal powered power plants (CE boilers, GE turbines, CE pollution control equipment). Responsible for the start-up of the following plant systems: turbine control (EHC), condensate polishers, chemical control, turbine lube oil and oil flush, scrubber oxidizing air, and condensate air exhausters. Assigned as supervising start-up engineer during start-up of second unit and was responsible for overall start-up coordination and direction of one 12-hour shift. Involved in many engineering revisions and interfaces between craft labor and site contractors.

Nuclear Engineer
Northern States Power Co. at the Monticello Nuclear Power Plant. Hold Senior Reactor Operator (SRO) license for this facility. Developed computerized nuclear fuel accountability systems. Provided engineering direction for three plant refueling outages. Conducted operator training for SRO/RO candidate (all passed). Extensive NSSS systems experience RCIC, HPCS, RHR, TIPS, Core Spray, etc. Post refueling power ascension testing, and control rod/power-maneuvering direction.

Research Assistant
University of New Mexico, Dept. of Nuclear Engineering. Designed, built and operated 20,000 Curie Cobalt-60 Irradiation Facility. Designed control system and completed construction of facility.
