Plan, coordinate, and execute GMD Silo components preparation for flight testing and operational deployment of the interceptor missile assembly and its hardware and software systems. Test and maintenance procedure preparation, software test and verification, technical direction to an integration and test team (technicians, design engineers, safety, quality), identifying and resolving non-conforming systems and components, providing status, metrics, and recommendations to management, and maintaining/ repairing/ upgrading systems to ensure each system under IPT control is ready for each missile processing cycle.

Planning, hands-on direction, and senior leadership for engineering staff performing test and integration of MDA Flight hardware. Supervise and direct 10-12 person crew performing integrated assembly and system-level test of national defense assets (BAM / EKV). The result is a flight-ready Payload Assembly Module (PAM) – the upper stage assembly of a National Missile Defense Interceptor. Performs software and hardware in the loop test, integration, troubleshooting as required for customer’s needs. Awarded certificate for BV+ launch support.

PLV: Senior Systems Engineering - Provide total systems solutions for Missile Defense Agency (MDA) Payload Launch Vehicle (PLVX) program needs. Senior staff advisory asset / Consultant. Coordinate / integrate regularly with IV&V and QA personnel. Formal Qualification Test technical lead for three consecutive successful ballistic missile intercepts. Performs systems tests of Avionics and flight software with MDA Interceptor and Exoatmospheric Kill Vehicle domestically and at Reagan Test Site (RTS), Kwajalein Atoll, US Marshall Islands. Compile, organize, analyze and document the Compliance Verification Program; assessing the design, performance and suitability against documented requirements. Received several Letters of Recognition for individual performance from Lockheed program management. Lockheed references on request. Develop Hardware and Software Systems Test criteria, tools and methods for (BMDO) ISO 9001 MDA program. Perform technical planning; verification, validation and cost/risk analysis. Provide technical advisory for range safety considerations, launch hardware, launch team proficiency training, and develop / update in-flight telemetry support requirements. Coordinates / integrates regularly with IV&V and QA personnel. Performs detailed analysis of system test data using Missile Defense Agency (MDA) BMC3 generated Weapons Task Plan (WTP) data, TCP/IP messages, and PLVX Mil-Std 1553B message traffic to verify launch data accuracy. THAAD: Communications, Command & Control and Intelligence (C3I) hardware and software test engineer. Hardware / software troubleshooter and integrator. Performed pre-launch systems tests of flight vehicle/ software in Sunnyvale and on site at White Sands Missile Range (WSMR), NM. Program was suffering from previous flight failures. Team Leader for Systems Engineering/ Test: Redesigned, fielded, and wrote detailed test procedures for testing new Launcher - to - Battle Manager C3I (X.25 and TADIL-J) data communication links, resolving several critical problem areas. In recognition of this effort, Received Lockheed Martin Superior Performance Award. Wrote requirements and test procedures, and certified other ground support systems at WSMR ready for launch, to include telemetry ground stations and data link communications hardware in accordance with system specifications. Provided technical advice for range safety considerations, launcher hardware, and in-flight telemetry support requirements.

In-house manager for 20 Field Services personnel for Litton's Data Systems Division. Provided detailed reference materials and on-line technical assistance for diversly skilled field engineers working under various contacts throughout the world. Systems serviced include TAOC/MCE; LTACFIRE; IFSAS; TSQ-73; L-3050V and TRI-TAC switches; Radar Beacon Digitizer (RBD), and other systems. Proposal coordinator and budget manager for Division-level Field Engineering assets. TQM certified.

Operations Software/Hardware Specialist to conduct on-site Familiarization training for USMC/USAF C3I system: TYQ-23 Modular Control Equipment (TAOC/MCE). Extensive travel for two years providing specialized introductory hands-on operations and maintenance training for USAF Air Controllers at various Air Combat Command and Air National Guard radar sites in the US and Korea.

Established system test lab procedures, wrote test procedures, and conducted systems test and formal government sell-off tests of Tactical Air Operations Module (TAOM) and Modular Control Equipment (MCE). Performed systems integration tests of TADIL-A/B/C, and ATDL-1, and NATO Link-1 with aircraft and Surface-to-Air missile segments. Primary test team member during successful Functional Acceptance Tests of both USMC TAOM and USAF MCE equipment under supervised IV&V conditions.

Served at various locations throughout the Far East, Europe, and United States as an Air Operations Officer. Performed senior command duties in both air and ground Command and Control Operations. Assigned to the USAF Fighter Weapons School as positional and platform instructor, as well as an "Aggressor" air combat C3I training evaluator/instructor. Participated as instructor in numerous classified and unclassified large-scale training exercises, such as RED FLAG, GREEN FLAG, COPE THUNDER, COPE JADE, F-15/F-16 AIMVAL/ACEVAL, COBRA GOLD, and TEAM SPIRIT, working effectively with both US and Allied Forces. Performed as aircrew member and observer/data recorder for flight test and evaluation of various F-15b/F-16b weapons systems modifications. Field experience and test/validation experience in numerous C3I and TRI-TAC communications systems applications, such as AN/TSC 94 and 100A (SATCOM), TTC-30 and 39A switchboards, Air Surface Interface Terminal (ASIT), TSQ-91 Control and Reporting Center (CRC), AWACS, and other systems. Data link employment experience using TADIL-A/B/C, TADIL-J (IJMS), ATDL-1, LINK-1, and working knowledge of newer link interfaces as employed with the PATRIOT and HAWK (GBDL) and THAAD SAM systems for Ballistic Missile Defense (BMD) LAPB applications (X.25); IRIG; and Automatic Air Tasking Order (AATO) software as well as ADSI information through ETHERNET connection.
