This KKAI Consultant, acting as a private accident reconstructionist, was responsible for the investigation of a fatality accident involving a school bus and a pedestrian. As a part of the investigation, the consultant was tasked with responding to the scene of the accident completing an initial investigation along with the oversight of the police investigation. This accident involved a child who was fatally wounded when the school bus the child departed from rolled over the child. Issues involved were that of driver awareness, driver sightline, conspicuity of the child to the driver with the unaided field of view and the bus mirrors, installed safety equipment, and mechanical status of the school bus.
The Consultant completed a mechanical inspection of the school bus to check for defects that could have contributed to the accident, digital survey(s) of the field of view (mirrors and unaided) comparing them to regulations, inspection of installed safety features and equipment, survey of the drivers actual field of view, 3D modeling of the child and bus to compare to sightline and sight restrictions, reenactments of the scene showing the visibility of the child at different distances. Braking systems along with actual vehicle weights were inspected in addition to the contact patch(es) of the school buss tires. Finally a survey of the roadway including any visual obstructions was completed.
As a result of the consultant's investigation, safety procedures and regulations were measured for compliance and new procedures were implemented to prevent additional accidents. Awareness to the drivers in proper alignment of mirrors and other vision aids was strengthened. Finally legislation has been introduced by politicians to modify laws for standard safety features and devices of School Buses.
