INTRODUCTION:
An explosion took place in North East state of India. This consultant was deputed by the Government of India to visit the scene of crime and submit the detailed report including the analysis of the debris after collecting the samples from the scene of crime. A team of four experts visited the crime scene, collected samples, reconstructed the scene of crime for probable seat of explosion and then analyzed the debris in the Forensic science laboratory.
The details of the case were as under:
Brief History of Case :
A powerful explosion occurred near the fish market of Bijani town at about 6.30pm on 3.10.04.
It was informed by the Investigating Officer that during this period there was electric power failure in that area.
Four persons died while undergoing treatment in the hospital. Forty-eight persons were injured in the blast.
Approximately eight bicycles parked near the explosion site were badly damaged.
Two shops were also badly damaged by the splinters of the IED.
Observations:
Crater : Nil
Splinters:

MEASUREMENTS:
Distance from suspected SOC to cloth shop No. 2 – 4.8 meters
Distance from suspected SOC to shop No. 3-- 4.9 meters.
Distance between convergence of trajectories of projectiles to the ground -- 0.73 meters.
COLLECTION OF SAMPLES:
Splinters due to explosion

RECONSTRUCTION OF CRIME SCENE:
The Investigating Officer was of the opinion that during the black out, the cycle laden with IED might have been placed in front of corner rice shop where 4 to 5 cycles were already parked.
One cycle’s chain cover was showing bend due to the force of blast.
Though the corner shop was not much affected by the splinters due to explosion.
On thorough examination it was observed that the second shop was badly affected and a number of splinter marks were observed on the shutter, inside the shop and overhead shed of the adjacent shop.
Some of the splinters left marks inside the shop on the wall and wooden platform and even some passed through the rolled shutter.
The exact position of the site of explosion was ascertained by plotting the trajectories of projectiles and their convergence at a point which was at 0.73m above the ground level.
The extent of damage was more on right side of the cycle recovered from the scene of crime which was lying in a different position while all the other 4-5 cycles parked in front of the corner shop were thrown away upon each other towards the left side which absorbed the blast effect.
The absence of the crater, all above observations and the direction of the splinters indicated the possible use of the cycle as seat of IED on the right side which was parked in front of the shop no. 2.
CONCLUSION:
From the above observations it was concluded that the Improvised explosive devise was planted 0.73m above the ground level in a bag hanging on the handle of the cycle. The exact position of the site of explosion was ascertained by plotting the trajectories of projectiles and their convergence at a point which corroborated the above finding.
The absence of the crater, the direction of the splinters and all above observations indicated the possible use of the cycle as seat of IED on the right side which was parked in front of the shop no. 2. The laboratory analysis of the debris samples including cotton swabs confirmed the use of High explosive charge (RDX and PETN).
