A non-profit organization retained this consultant to lead the task of construction of a 12,000 square foot building. The project included complete building design, construction and school layout. The building design that was chosen was a pre-fabricated steel building. This design was new to Romania. The task of acquiring the necessary permits and approvals was a major task. Explaining the engineering was time consuming and at times difficult. Once approved, the building construction began. Due to the lack of quality products in this area of the world, the foundation had to be dug by hand, the steel bending was done by hand and mixing of the concrete was done by hand. The water was obtained by bucket and transported a mile by tractor and tank. The sand and rock were delivered by truck and this took over 3 weeks of continuous deliveries. The Portland cement was delivered in several deliveries and stored in a temporary building.
 
Due to the temperature of the region, the floor is heating with Pex tubing and a water stove. The plumbing required multiple toilets and showers.
 
The layout of the anchor bolts utilized a transit and American made surveyors' chain. The concrete ingredients were shoveled by hand with the help of 22 local men. The foundation required a monolithic pour. This was accomplished by the used of 4 hand mixers, 2 going in each direction from the north corner. In a little over 22 hours and 900 one hundred pound bags of Portland, the mixers met in the south corner.
 
The steel was erected using a 50-year-old Russian crane. The building insulation and skin were attached. A project that could have been completed in 2 months in the US required almost a year due to the need to think outside the normal box.
 
The machines for the trade school included both woodworking and metalworking machines. Additional course work included electrical, plumbing, carpentry, computer science and clerical skills.
