Remediation Conducted In A Timely Manner Versus Remediation Conducted As A "Knee-Jerk Reaction"
ABSTRACT
In the indoor environmental industry, our company has determined that clients can be divided into three categories as to how they address indoor air quality issues: proactively, reactively, or de-actively. Proactive clients are those who take measures to prevent indoor air quality problems by means such as regularly inspecting and performing routine maintenance on heating, ventilating, and air conditioning (HVAC) systems, repairing roof leaks immediately after discovery and immediately replacing any ceiling tiles that have become wet, using high efficiency particulate air (HEPA) vacuum cleaners as regular custodial practice, monitoring temperature, carbon dioxide levels, and relative humidity on a regular basis, and providing indoor air quality awareness training to custodial and maintenance personnel.. Reactive clients are those that respond to indoor air quality issues after an indoor air quality problem has already arisen. De-active is a term that we have given to describe building owners or administrations that turn their backs on indoor air quality issues, even after a problem has arisen. De-active facility owners often have unhappy, unhealthy building occupants and increased liability.
We have seen reactive clients address necessary indoor air quality remediation projects in one of two ways: in a timely manner, or as a "knee jerk reaction". "Knee jerk reaction" refers to remediation that is conducted as an emergency, with no time allotted for design of a detailed specification or solicitation of bids through a proper bidding process. This type of remediation interrupts the daily operations of the facility and results in increased expense to the building owner. In summary, a rushed remediation results in the building owner paying a higher cost for less quality. When a building owner foresees that he/she may have an indoor air quality problem in the future and begins planning a remediation immediately, public relations are better, the remediation runs smoothly and is very thorough, and the building owner pays less.
